# How to read a New York liquor license record

> Active, inactive and pending; license types; and how the history of an address is built.

## How to read these records

### Active, inactive, pending

An active license is in force in the Liquor Authority file. An inactive license has ended: expired, surrendered,
cancelled or replaced — the file does not say which. A pending application is on file and not decided; the stage
(“intake complete”, “under review”, “conditionally approved”, “reconsideration”) is the Authority's.

### The history of an address

A license belongs to a business at an address. When a restaurant closes and another opens in the same space, the
state issues a new license under a new number. This site lists, on each record, the inactive licenses at the same
street number, street and ZIP code, and any pending application there. The same address is not the same business:
read it as the history of the premises. Addresses written differently in two files are not matched.

### What is not here

Why a license became inactive, disciplinary actions and fines, owners' names, and the licensee's name when it is
a person's name — the trade name is shown instead.
