Reading one record by its identifier

The lookup_record tool takes the License Permit ID (e.g. 0340-23-123456) or the Application ID (e.g. NA-0340-26-121587). For 0081-23-108918 it reads https://ny-liquor-license-records.pages.dev/d/r/4bf.json (hash of the identifier: h = 0, then for each character h = (h*31 + character code) modulo 4096; in hexadecimal on 3 digits) and returns the record shown at https://ny-liquor-license-records.pages.dev/search/#r=0081-23-108918. Checked when the site was built.
